Cultural Policy Integration in Iran; A Grounded Theory Analysis of its Failures

Abstract

Having multiple policies for solving common problems or for a single policy area causes the results to be unfavorable. Parallel work, role conflict and lack of cooperation in a policy domain can sometimes bring zero or even negative results in policy evaluation. What is the solution? There is a variety of models and approaches for that, but “policy integration” may be the best. Policy integration is a process of conceptualization in which policies become consistent and coordinated as a whole.
   This research tries to analyze the causes of the failure in cultural policy integration. We have used grounded theory as research methodology and in depth, open - ended interview as method of data gathering. The research statistical society consisted of executives and academic experts in the field of cultural policy making. Their views have been analyzed in three stages of open, axial and selective coding. Finally, three main categories affecting the cultural policy integration failure were extracted, namely cultural ecology, policy making structure and policy making process. Under each of these categories the main reasons of that failure are explained.
