Identifying obstacles to coordination in the administration of Iran and prioritizing it with the IPA method

Abstract

By analyzing the obstacles to coordination in the country's administrative system and its prioritization, the present research seeks to better understand the factors of inconsistency in the administrative system and prioritize them in order to determine the focus of the statesmen and researchers in this field. In this regard, with the definition of mixed research (qualitative-quantitative) in the first stage of the research, after conducting interviews with 15 administrative system experts and data analysis using Maxqda qualitative analysis software, 30 coordination obstacles (30 basic themes) in 6 main categories ( organizing themes) were identified. The main extracted categories included 1. Barriers related to the policy making process, 2. Management and support barriers, 3. Structural barriers, 4. Cultural and behavioral barriers, 5. Legal and legal barriers and 6. Political barriers. Also, in the quantitative stage, by completing the Performance Importance Analysis (IPA) questionnaire by 21 experts of the administrative system, the obstacles identified in the first stage were prioritized.
