Abstract
the purpose of this article is to identify and prioritize the challenges facing administrative system reform programs in Iran, focusing on structural reform. the initial list of challenges facing administrative system reform programs in the country with a focus on reforming the structure based on the method of library studies was calculated. In the first round of the questionnaire, the calculated indicators, and in the second round of the questionnaire, the adjusted dimensions, components and indicators were prioritized based on the process of hierarchical analysis and pairwise comparisons. In order to validate the components and indicators, the opinions of experts have been consulted with the questionnaire tool in two periods. the challenges facing the reform programs of the administrative system in Iran have been categorized into 2 general dimensions: macro-national challenges and micro-level challenges. the aforementioned indicators are classified in the form of 3 categories of challenges related to formulation, implementation and evaluation. the analysis of the research findings shows that the challenges related to the implementation are more important than the challenges related to the compilation and evaluation stages.
