Abstract

This research investigates the competency framework of an exemplary president through a qualitative case study, drawing upon the character and conduct of the president of Iran’s thirteenth government, recognized by the Supreme Leader of the Islamic Revolution as a model in presidential leadership. Data were collected from written reflections of 30 cabinet members and the Supreme Leader’s statements, and were subjected to thematic analysis. The study identified 119 initial codes, 49 organizing themes, and 14 overarching competencies, including theological commitment, loyalty to leadership, adherence to revolutionary ideals, public trust and domestic empowerment, ethical and virtuous conduct, altruism and simplicity, political leadership, governance expertise, jihadi management, transformational leadership and strategic insight, unity-building, revolutionary diplomacy, youth empowerment, and transparent media engagement. The findings suggest that the presidential competency model within the Iran represents an integration of technical and managerial proficiency with deep-rooted public engagement and a firm commitment to religious, and ethical, principles. In comparison to international models, this framework emphasizes value-driven and aspirational dimensions.
