Designing an Integrated Model of Artificial Intelligence Governance in the Educational System: An Analysis of Policy Gaps and Implementation Drivers

Artificial intelligence has confronted educational systems with unprecedented opportunities and challenges. The present study aimed to design a comprehensive model of artificial intelligence governance in the educational system, with an emphasis on policy gaps and implementation drivers. This research was conducted using a qualitative approach and the meta-synthesis method of Sandelowski and Barroso (2007). The study population included scientific documents, international policy reports, and research articles published between 2020 and 2025. Purposeful and snowball sampling was employed, and 42 documents were finally selected for analysis. Data were analyzed using thematic analysis and MAXQDA 2022 software. The findings were presented in three sections: a seven-policy-domain model with 23 components, seven key policy gaps, and implementation drivers at three levels (individual, organizational, and supra-organizational). The results indicate that successful establishment of AI governance requires a multi-level model centered on educational justice, algorithmic transparency, and collective accountability.
