Abstract

Social justice is considered one of the most important goals of any government; therefore, justice is the subject and focus of every intervention, and decision. By combining the evaluation literature and the Islamic theory of social justice, as well as using the mixed research method (qualitative-qualitative) of "content analysis" and "logical analysis", this article attempts to present a conceptual and step-by-step framework for "social justice evaluation". For such a purpose, it is necessary to first assess the "feasibility of justice evaluation" of the program/policy. In the second step, first the program/policy components including the scope, context, potential issues, interventions major assumptions and theory of program change, program theory and its effects, and finally the process of program emergence in the political space are described. Then, using specific principles and criteria of Islamic social justice, it is judged and evaluated, and in the third step, corrective, mandatory, avoidance and compensatory agendas are formulated about the program.
