فهم جوهره خط‌مشی‌های عمومی: واکاوی نظری ماهیت تقلیدپذیری خط‌مشی‌گذاران ملی

چکیده

بررسی نظریه‌های مشهور امروزی‌ای -که به تبیین فرآیند خط‌مشی عمومی می‌پردازند- نشان می‌دهد که اغلب این نظریه‌ها به محیط خارجی و بین‌الملل حکومت‌ها بی‌توجه‌اند. به عبارت دیگر، نظریه‌های موجود نمی‌توانند مشابهت روزافزون خط‌مشی‌های عمومی را میان کشورهای جهان تشریح و توجیه کند. این پژوهش با کاوشی میان‌رشته‌ای و طبق فرآیندی مشخص، ۶ حوزه مطالعاتی منتخب را -که به نحوی توصیف‌کننده ماهیت تقلیدی خط‌مشی‌های عمومی کشورها هستند- بررسی می‌کند. این حوزه‌های مطالعاتی عبارت‌اند از: درس‌آموزی، همگرایی خط‌مشی، انتقال خط‌مشی، اشاعه خط‌مشی، هم‌ریختی نهادی، و یادگیری خط‌مشی. بررسی این حوزه‌های مطالعاتی، مقدمات لازم را برای طرح نظریه‌ی برای تبیین فرآیند خط‌مشی‌های عمومی، به خصوص در کشورهای غیرغربی فراهم می‌کند.
