طراحی الگویی برای توانافزایی مدیریتی زنان شاغل در دستگاه های اجرایی در عصر تحول دیجیتال بر اساس تحلیل محتوای اسناد بالادستی

چکیده
امروزه توان افزایی زنان نه فقط بخاطر مباحث عدالت جنسیتی و بشردوستانه، بلکه به دلیل نقشی که زنان در افزایش رشد اقتصادی جوامع و بهره وری ایفا می کنند مورد تاکید قرار گرفته است. پژوهش حاضر به این مفهوم مهم در دستگاه های اجرایی کشور میپردازد. بر این اساس، هدف پژوهش حاضر ارائه مطالعه عمیق اسناد بالادستی استخراج الگوی توان افزایی مدیریتی زنان در عصر تحول دیجیتال، عوامل و شرایط موثر بر آن است. بهمنظور تحقق این هدف از روش تحلیل محتوای کیفی با رویکرد قیاسی و بررسی منابع و اسناد بالادستی استفاده شده است. پس از بررسی، سازماندهی و کدگذاری مناسب، نتایج یافتههای پژوهش در پنج طبقه کلی «شرایط علی»، «شرایط زمینهای»، «شرایط مداخلهگر» ، «راهبردها» و «پیامدها » تقسیمبندی شدند که در نهایت، چارچوبی ترسیمی از مقوله محوری توان افزایی مدیریتی زنان در دستگاههای اجرای کشور در عصر تحول دیجیتال ارائه شد. یافتههای تحقیق نشان میدهد، اصولاً رسیدن به معیار توان افزایی زنان در چارچوب تحلیل اسناد بالادستی نیاز به یک حرکت همه جانبه دارد که شامل ارکانی مانند بازنگری نظام آموزش رسمی در مقاطع آموزش عمومی و آموزش عالی با رویکرد تحول دیجیتال، دانش افزایی و مهارت افزایی بانوان شاغل در دستگاههای اجرایی با رویکرد تحول دیجیتال، بازنگری قوانین و مقررات استخدامی در جهت کاهش دغدغه های خانوادگی بانوان و مدیریت شایسته محور و عدالت محور مسیر شغلی آنها، همچنین بانک جامع اطلاعاتی حرفهای شایستگی بانوان شاغل به عنوان یک زیرساخت حیاتی در دستگاههای اجرایی دارد.
